- A substance to be imported or manufactured for the first time
- Substances with a record of manufacturing and importing before yr-2015
- A substance periodically or non-periodically manufactured or imported depending on the process
- A substance whose the chemical component data (content, etc.) or change information are provided late by the foreign manufacturer (A substance, for which ‘Substance Data Security Plan’ is submitted.)
- In case of ‘OR appointment’, a substance with changes in downstream- importer, volume of import, etc.
- A substance that is added to the list of Existing Chemicals, such as UVCB, Intermediate, etc.
