Exemption from registration by weight
Exemption from Registration
  • Phase-in chemicals manufactured or imported at over 1 tpa
  • Phase-in chemicals manufactured or imported at over 0.1 tpa
Exemption from Notification
  • Phase-in chemicals manufactured or imported at less than 1 tpa
Exemption from registration by substance
In the case of the following, it is possible to manufacture/import chemicals without registering or notice by checking exemption case.
  • Chemicals manufactured or imported for the export only to the overseas
  • Chemicals being manufactured or imported to manufacture the other chemicals, which being exported to the overseas with the entire quantity.
  • Chemicals such as reagents for scientific experiments, analysis, or research
  • Chemicals for R&D
  • Polymer of low concern (PLC)
  • Surface treatment material
  • Non-isolated intermediates
  • On-site isolated intermediates, of which leakage or exposure is blocked via a technological method
Change report, when it occurs (within 30 days)
  • In case of a chemicals for R&D, where there is change in the time-duration, estimated volume manufactured or imported, or research institution for R&D
  • In case of a surface treatment chemicals, where there is change in the substance subject to surface treatment and/or the substance that processes its surfaces.
  • In case that Only-representative gets the confirmation for ‘Exemption’, Where there is change in the constitution of persons who import the chemicals.
  • In case that the consignor for manufacture gets the confirmation for ‘Exemption’, where there is change in the constitution of consignees.
